A three-storey administrative building at the PCMC Waste-to-Energy plant collapsed during heavy rain. Fifteen to sixteen workers are feared trapped under the debris following the afternoon incident. A large-scale rescue operation was immediately launched by the PCMC fire brigade. Personnel from the National Disaster Response Force were also rushed to assist.
