New Yorkers are facing difficulties obtaining official garbage bins mandated by City Hall for an anti-rat campaign. Residents are unable to find the bins in stores or receive them through online orders. The city blames an outside vendor for the supply issues. Buildings must use these bins by summer or face fines. Sanitation workers also find the new bins cumbersome.
